Governance Assurance & Capital Stewardship
Three decades of EPCM and project delivery across complex capital systems
TacminMadini’s governance assurance capability is grounded in more than three decades of delivery experience across mining, infrastructure and asset-intensive environments. Work across planning, procurement, mining, construction and operations provided direct exposure to the realities of complex capital systems and the environments in which major asset decisions are made. This experience was gained through Tacmin (Pty) Ltd, which delivered EPCM and project management services across large mining and infrastructure developments. Operating directly within delivery environments provided practical insight into contractor dynamics, capital pressure, operational transition and the long-term consequences of decisions made during asset development.
From delivery foundations to independent perspective
In 2018, TacminMadini Australia was established to formalise a deliberate transition from execution-led delivery toward independent governance assurance. The intention was not to replicate delivery roles, but to apply delivery experience in a way that supports owners and boards as capital commitments evolve across complex asset portfolios. Today, TacminMadini operates independently of delivery structures, applying perspective gained through decades of project and asset environments to support owners responsible for long-life capital systems.
The experience presented in this section reflects historical delivery work undertaken across diverse asset environments and operating conditions. These projects illustrate the scale, complexity and exposure contexts in which delivery accountability was carried directly.
Founder & CEO - Sarel Blaauw - Perspective
Ownership of complex assets is now exercised in a materially different operating environment. Across mining, infrastructure and long-life assets, sustained capital discipline, expanding regulatory and ESG obligations, and increasing delivery complexity require owners to demonstrate not only outcomes, but how decisions were governed at the point risk and capital were accepted.
As execution is delegated across multiple parties and jurisdictions, accountability remains with owners. Decisions taken through feasibility, delivery, operations and closure carry enduring financial, regulatory and social consequences, often with limited opportunity for recovery. This places greater emphasis on governance that preserves authority, traceability and defensibility as conditions evolve.
TacminMadini exists to support owners in this environment. As of 1 January 2026, the firm operates exclusively as an independent governance assurance business supporting owner-side governance, acting above delivery on behalf of owners. Our focus is clear: supporting assets that must endure, perform and remain accountable long after delivery is complete.
